Stuart K. Pratt is President and CEO of CDIA, headquartered in Washington, D.C. CDIA is the international trade association representing over 300 consumer data companies that provide fraud prevention and risk management products, credit and mortgage reports, tenant and employment screening services, check fraud and verification services, and collection services to hundreds of thousands of customers across the United States and the globe.

Mr. Pratt leads a talented team of public policy experts and is the industry’s principal spokesman. He testifies regularly before the U.S. Congress, represents the industry in the international market and interacts with the major media outlets including CBS, NBC, Fox, CNN, Reuters, The New York Times, The Washington Post and The Wall Street Journal.

Pratt has advised presidential and gubernatorial task forces on the importance of the free flow of information to the U.S. economy, and represented the industry as an advisor to the U.S. Department of Commerce on European Union-U.S. Safe Harbor negotiations. Pratt has participated in World Bank forums on credit reporting in developing economies and counseled private and government entities overseas on credit reporting issues. He speaks frequently on the subjects of consumer data law, policy and business practices at domestic and international forums, including most recently programs in Cape Town, Beijing and Berlin.

CDIA’s mission is to enable consumers, media, legislators and regulators to fully understand the broad economic benefits of the responsible use of consumer data which creates both opportunities for consumers individually and the economy as a whole. The Association’s work focuses on Congress, and the regulatory process through its staff in Washington, D.C. and representatives in more than 35 state capitals.

Mr. Pratt currently serves on the U.S. Chamber of Commerce’s Committee of 100 and on the Advisory Council for the National Foundation for Credit Counseling. He received his Bachelor's Degree from Furman University in Greenville, SC., and conducted his graduate studies in business at the University of Maryland.

A career banker, Sam is the Group Managing Director and Chief Executive of Metropol East Africa Limited. He has over 12 years experience in the Credit Rating and Reporting industry as well as 12 years as a practicing banker with Kenya’s leading Domestic Commercial Bank. Sam holds a Bachelor of Science degree in Mathematics and Statistics from the University of Nairobi and CPA Accounting certificate. Sam has been involved in many interventions in the financial services and capital markets in Kenya, and the East African Region some of which include: Credit Training; Development of credit curriculum for The Kenya Institute of Bankers (KIB) and was chief examiner in strategic Marketing and Lending Papers from 2000 to 2006 and Institute of Credit Management of Kenya (ICM-K) where he is a founder member and Chairman of the examination board from 2002 to 2004.

He is an Associate of the Chartered Institute of Bankers (ACIB), UK and a Fellow of the Kenya Institute of Bankers (KIB). Sam was the lead consultant in the SME credit scoring and Credit rating Project which was funded by IFC and Pro-Invest of the European Union for the East African market between 2004 and 2006. He has attended many courses in financial management locally and abroad. Sam oversees the Groups strategic direction and leads the product and enterprise developments across the Group’s varied business and product lines. Sam has also been the lead consultant in the implementation of the SME scoring tool in three banks in Kenya and Uganda.

He is currently the Treasurer for the East African Credit Bureau Association (EACBA) and was nominated to attend the World Conference on Consumer Credit Reporting and the Third Global Consumer Reporting Conference held in Rio de Janeiro, Brazil in October 2008.

Åke joined UC AB in 1996 and has been a part of the management team since then. He currently holds a position as Chief Officer Credit Information. That includes consumer and commercial credit bureau data and also monitoring services.

Åke is also member of ACCIS Executive Committee since 2001 and currently holds a position as 2nd vice president. One of his main tasks within ACCIS is to coordinate the work done by the public affairs working group. This is done in close cooperation with ACCIS public affairs manager.

Before joining UC he has, among other things, worked as a credit manager for Kuwait Petroleum in Sweden and for UNISYS Corporation as a business controller and logistics manager.

UC is Sweden´s leading business and credit information agency. UC offers information on companies and individuals for credit evaluation of customers and prospects as well as qualified financial assessments. UC is owned by the Swedish banks.

In early 2008 (to present) Rory joined the Veda Advantage Group based in Sydney Australia as Chief Executive Officer and Managing Director. His responsibility extends across a number of territories where Veda has interests in bureau and bureau related activities.
Apart from Australia these include New Zealand, Singapore, Malaysia, The Middle East and more recently Cambodia.

Rory started his career in the computer industry as a Computer Engineer with Wang Computing later to join IBM as New Business and Alliance Manager, and in 1993 moved into the Credit Reporting industry taking up a position with Trans Union/ITC South Africa, the largest consumer credit bureau in the region, where he was responsible for marketing and product development.
In 1996, following a local acquisition Rory joined Experian in South Africa as Marketing Director, where he oversaw a period of considerable growth through the introduction of new products in the areas of fraud, scoring and risk management and the development of bureau systems.

In 1999, he moved to the Netherlands with Experian as Director of Information Services responsible for a recent acquisition and new credit bureau in The Netherlands. In 2001, the Experian German bureau operation was added to the responsibility. In 2004, he was appointed Managing Director for the Experian Dutch operation and in 2007 assumed the additional role for Experian’s credit services operation in Central Europe as Director of Information Services Central Europe.

Apart from his Engineering background Rory has a degree in Marketing and Advertising as well as an MBA from Henley University in the UK.

Moon Bae has been working with Korea Credit Burau (KCB) as General Manager Marketing since 2005. Among other things, he is currently involved in the sales, marketing and production development for the Anti-Fraud Bureau initiative.

From 2003 to 2005 he was employed at Korea Information Service as Manager for Marketing & Planning.

Moon Bae holds an MBA degree of the Kaist Graduate School of Management in Seoul. He also graduated from the New Jersey Institute of Technology as Industrial Engineer.

Gillian is a member of the ACCIS Executive Committee and comes originally from a credit and risk background in banking where she used data in innovative ways to more effectively manage the bank’s mortgage risk. During that time she also became active in industry issues relating to access to, and the use of, data; chairing the British Bankers’ Association committee and representing them in several high profile issues. Then moving to Group Risk as Head of Credit Scoring she widened her experience of data and scoring issues at a national and regulatory level.

At Experian her responsibilities cover a wide range of issues relating to Experian’s and the industry’s use of, or access to, data both in the UK as well as Europe, Middle East, and Asia.

She is a trusted advisor to the UK government, trade associations and clients on a variety of data and credit related issues. Since joining Experian she has been closely involved in the orchestration of a number of new data sharing initiatives designed to improve credit decisions and, in particular, better manage debt. Outside the UK she has worked on the development of regulations to widen credit referencing in India and more recently supported a number of Experian’s initiatives in the EU.

Fabio has been working for 15 years in Experian in Latin America and UK and currently is responsible for heading risk and marketing analytics in UK and Ireland. He holds a large experience in model development and bureau scores for credit risk, insurance risk and marketing for both consumers and companies and was responsible for introducing the use of Bureau Scores in Brazil. Fabio has a PhD in Finance and is former professor of São Paulo Catholic University.

Roman Inderst is Professor for Finance and Economics at Goethe University Frankfurt. Previously he held full professorships at the Department of Accounting and Finance and the Department of Economics at the London School of Economics. He was also tenured Assoc. Professor of Finance at INSEAD.

Roman Inderst is the recipient of the “Leibnizpreis” in 2010, the highest award granted by the German Science Foundation. He is also the first economist to receive an Advanced Grant from the European Research Council (ERC). Since his return to Germany he leads the yearly ranking (“Handelsblatt-Ranking”) of German-speaking economists.

Roman Inderst has published in the leading international journals in the areas of finance, banking, competition policy and microeconomic theory. His present interests include the regulation of “retail finance”. Roman Inderst holds degrees in business studies, sociology, psychology and economics. He has worked in the areas of banking and consulting before joining academics. In recent years he has been consulting private businesses as well as authorities (such as the FSA, OFT, SANCO) on issues of competition policy, market design and financial regulation. He is an external consultant with the ECB and a member of the Scientific Council of the German Federal Department of Industry.

Prior to working for CRIF, Silvia worked for more than 5 years in the Allianz Insurance Group in the areas of Corporate Finance and Credit structuring for key accounts.

Silvia holds a Master degree in Economics of the Bocconi University Milan, a scholarship at the New York University in 1984, and completed a training period at Citibank, Chase Manhattan- NY.

Peer Stein is the Global Business Line Leader for IFC’s advisory work in Access to Finance (A2F). In this function, he is overseeing and supporting IFC’s technical assistance and advisory services in financial markets world-wide, including microfinance, SME banking, housing finance, leasing, and energy efficiency finance. As of December 2009, IFC had a total of 220 A2F advisory services projects in over 70 countries.

Further, he is leading the World Bank’s and IFC’s work in financial infrastructure, which includes the development of credit bureaus, collateral registries, payment systems and remittances services to support greater access to affordable financial services in developing and emerging markets.

He studied Economics and received his doctorate in Business Administration.

Andrew started his career with an American investment firm as financial advisor. Later he worked as Senior Consultant for an international consulting company and as Financial Manager before joining easyCredit in 2005.

Chet Wiermanski

Chet Wiermanski is TransUnion’s global chief scientist responsible for identifying, evaluating and developing new technology platforms involving alternative data sources, predictive modeling, econometric forecasting and related consulting services. Mr. Wiermanski was responsible for implementing TransUnion’s first scoring systems for a variety of industries, including consumer lending, insurance, telecommunications, collections and mortgage underwriting. Through these efforts TransUnion became the first credit bureau to offer retrospective credit scoring validation services and event based analytic research platforms, allowing financial institutions to test generic model implementation strategies and develop custom models based upon daily credit report information changes. Most recently Chet led TransUnion’s development efforts associated with VantageScore, the first credit risk model to leverage consistent credit scoring methodology across all three U.S. credit reporting companies.

In addition to consulting with financial institutions, Chet routinely works with a variety of government and industry organizations applying anonymous time series credit information to address various research questions pertaining to fair lending practices, consumer access to credit, and measuring the financial health of regional economies. On numerous occasions Chet has met with state legislators, national regulatory officials and has testified before the U.S. congress as to the benefits associated with consumer credit reporting, credit scoring and the benefits associated with full file reporting of public utility and telecommunication information to credit bureaus.

Mr. Wiermanski joined TransUnion in 1987 and during his tenure has held several leadership positions with the company. Prior to joining TransUnion, Mr. Wiermanski held product development and market research positions at DeVry Institute of Technology and Hartmarx Corporation. Chet received his Bachelor of Science degree from Marquette University in Milwaukee, Wisconsin in and his M.B.A. from Loyola University of Chicago.

Dr. Hilmar Zettler is the Managing Director of Global Banking Development Solutions GbR (GBDS) based in Berlin, Germany.

GBDS is a consulting firm specialized in financial sector consultation active with projects in the field of financial sector regulation and supervision, in particular in the fields deposit insurance and credit bureaus. GBDS consultants have been involved in financial sector development consultation in Eastern Europe, Caucasus, Africa and Asia working for institutions such as Worldbank, European Bank for Reconstruction and Development (EBRD) or Kreditanstalt für Wiederaufbau (KfW).

Within the past five years, Dr. Zettler has managed deposit insurance as well as credit bureau projects in many countries. In Africa he worked in Tanzania and is currently working on credit reporting in Uganda. In a project with the Bank of Uganda supported by KfW, he has accompanied the preparation and implementation of the first national credit bureau for more than four years now.

In Dr. Zettler’s entire career he has been working in or for the financial sector. He started his career at a private equity firm active all through Europe where he worked as Senior Investment Manager for nearly five years. Before joining GBDS, Dr. Zettler directed corporate finance consultation for a German management consulting firm for more than two years.

He is managing director of GBDS since 2006. Dr. Zettler holds a Master Degree in Business Administration from the University of Münster, Germany, and a Doctorate in International Taxation and Financing from the University of Hamburg, Germany.

Louise has been a UK civil servant since 2001.

She has held a variety of posts in both the Cabinet Office and the Department for Business, Innovation and Skills and its forerunners, including a secondment to the European Commission in Brussels working in the Cabinet of the Commissioner for Employment and Social Affairs.

Louise has worked on credit policy since 2007 and was responsible, among other things, for the credit aspects of the Consumer White Paper in July 2009 and the review of the regulation of UK credit cards and store cards in 2009-10.

In June 2010 she joined the Office of Fair Trading as Deputy Director for Strategy and External Affairs for its credit regulation group, leading on reform of financial services regulation.

Appointed in 2005 to establish Egypt’s First Private Credit Bureau, Mohamed Refaat in his capacity as Managing Director has achieved an exceptional task.

As part of the Government of Egypt long term plan to reform the financial sector, The Central Bank of Egypt issued the rules and regulations governing the operations of Credit Bureaus in Egypt in January 2006 and licensed The Egyptian Credit Bureau “I-Score” s.a.e for operations in January 22nd, 2008.

This short period, of 2.5 years, was recognized by the World Bank and The IFC and highlighted in IFC Credit Bureau Knowledge Guide in “Jan-2007” quoting “The first credit bureau in Egypt, which demonstrates how a private credit bureau can be set up in a relatively short time when all stakeholder interests are aligned and the project has backing of the authorities”.

Mr. Refaat was entrusted with this national project after a broad career in the Egyptian Banking Sector in both the IT and Strategic Management which spanned locally and internationally for more than 30 years.

Mr. Refaat believes that there shall always be availability for more improvements within The Egyptian Credit Bureau “I-Score” and has long term plans for various projects which shall provide even more confidence and trust for a transparent, competitive and dynamic economy which has the capacity to meet the growing needs of the Egyptian people.

In his previous capacity as General Manager, Strategic Planning for the Commercial International Bank (CIB), Mr. Refaat played a major role in research, study and ultimately participated in the founding of Gyronil a major player in the Automated Bill Processing Systems, as well as restructuring CIB IT System according to the best practices which led to Standard & Poor’s recognition as “The Best IT Systems in Egypt” during his service as General Manager of IT in CIB.

Mr. Mohamed Refaat, holding an MBA in MIS and a BA in Accounting, is recognized as one of the leading IT Experts in the field and participates as advisor to establishing and restructuring of many IT systems in major banking and non-banking projects as well as his professional participation in various local and international conferences.

Tilo has been working with SCHUFA Holding AG since 2002 where he was first responsible as project manager for the controlling of all subsidiaries and the preparation of new strategic activities. He was also involved in projects for the management board, particularly activities to enter the business of assessing the creditworthiness of small and medium-sized companies (SME´s).

After graduating with an MBA degree from Henley Management School UK he became Head of Business Development of SCHUFA “BusinessLine” and was responsible for the market entry of SCHUFA in the B2B sector. Since 2007 he additionally holds the position of Head of Consumer Direct.

Tilo also graduated as an industrial engineer from the University Karlsruhe, Germany and completed an apprenticeship as bank assistant.

Malcolm Hurlston

Malcolm is a social entrepreneur who started the charitable Foundation for Credit Counselling in 1993. It now has over 800 staff and has helped more than a million people. As chairman he has led its onward drive.

He is chairman of non-profit Registry Trust, which runs the Register of Judgments, Orders and Fines for the Ministry of Justice, and collects judgment information from other jurisdictions in the British Isles and Ireland.

He conceived the trades union bank Unity in 1980 and started the Employee Share Ownership Centre in 1988, to bring leveraged employee share ownership to Europe.

He is working on a number of new third sector projects. Additionally he chairs the education charity, Credit Action; CCCS Scotland; European Centre for Employee Ownership; and is a visiting professor at the University of Westminster.

Educated at Cambridge, he was trained as a Russian interrogator during national service, then worked as a journalist, television trainer in South Africa and round the world and as a lobbyist advising mainly multinational companies.

Ms. Xiaolei Wang has been working with Credit Reference Center of the People’s Bank of China (PBCCRC) since the end of 2009. Among other things, her responsibilities cover a wide range of issues relating to the research and legal issues of the credit information service.

From 2003 to 2009, she served as the director of the Credit Information System Bureau, PBC, and was heavily involved in improving financial literacy among Chinese consumers. Between 2000-2003, she worked in the financial market division of the Monetary Policy Department, PBC. Before that, she worked in the Executive Director Office for China in the International Monetary Fund as a technical assistant during 1997 and 2000 and the international department of the PBC during 1992 and 1997.

Neil has over 30 years experience in the financial services and credit reporting industries. For 19 years of these he has been with Equifax where he has held a number of positions in business development and operations including that of Sales Director for Equifax’s Consumer Information Services credit reporting business in the UK.

For the last 6 years he has been Director responsible for Regulatory and External Affairs which involves extensive customer, industry body and government liaison, monitoring regulatory and other external affairs that could influence the credit reporting industry in the UK.

Prior to working for Equifax, Neil worked for a subsidiary of the Lloyds TSB Bank Group, for 11 years, where he performed a number of roles including the co-ordination of the development of the use of credit reporting and credit scoring across a number of business operations.

Neil is a member of the UK Institute of Credit Management and an advisor on consumer credit matters to the Institute’s Technical Advisory Committee.

He has been a member of the Executive Management Committee of ACCIS, the Association of Consumer Credit Information Suppliers, since June 2007 and took over the role of President in June of this year. ACCIS represents 36 consumer credit reporting agencies in 25 European countries.
